ESEA/NCLB requires the California Department of Education (CDE) to annually review the performance of each local educational agency (LEA) that receives funds under Title I, Part A.  A LEA can be a school district or a county office of education.  A school district receiving Title I, Part A, funds is identified for Program Improvement (PI) if it does not meet AYP goals for two consecutive years within specific areas, focused primarily on academic achievement in English-language arts and mathematics.

California determines AYP by considering the following four measures:

  • The percentage of students scoring at the “proficient” or “advanced” level on the California Standards Tests (CST) for English-language arts and mathematics
  • The percentage of students participating in those tests
  • The graduation rate for high schools
  • California’s own accountability measurement of progress, the Academic Performance Index (API)
 

At SDUHSD, the following schools were in Program Improvement during 2013-14:

If a school or district is designated as PI, it must provide certain types of required services and/or interventions during each year it is identified as PI.  A school or district is eligible to exit from PI if it makes AYP for two consecutive years.

 

Public School Choice

All parents/guardians of students attending a PI school have the right to request a transfer of their child(ren) to a non-PI district school with district paid transportation.  If parents choose to request transportation to the non-PI school, the school bus will pick up and drop off students from the original home school.
For parents who select the public school choice option, the district will provide transportation to the non-PI school for as long as the home school continues to be identified as PI school.  If the home school exits PI by making AYP for two consecutive years, the student can remain at the school; however, transportation will no longer be paid by the district.  If the demand for school choice exceeds funds available, priority will be given to the lowest achieving, low-income students.
Note: The school choice application period for the 2013-14 school year has ended.  Please check with your home school for more information.

Supplemental Educational Services (SES)—Oak Crest Middle School only

 

The purpose of SES is to provide tutoring services to low income students enrolled in schools that are in the second year of PI, corrective action, or restructuring at no charge to the families.  The goal of SES is to increase eligible student’s academic achievement in reading/language art and mathematics, as well as English language development for students with limited English proficiency.

If the number of eligible students who apply for the SES exceeds the financial resources available, the lowest achieving students from low-income families will receive SES first.  If your student is eligible for SES, you will be notified by the SDUHSD office.

State approved per pupil amount:  $568.29

San Dieguito Union High School District has two Title I schools: Oak Crest Middle School and Diegueno Middle School.  They are designated Title I because they receive federal Title I funding.  School Choice applies to both schools; SES only applies to Oak Crest Middle School.
